Made in the studio, a little crooked, but sort of works (Checked on HR/Vista/7).
Pluses:
automatic check on the installed libraries (Framework. NET)
also poses a component for flash.
There are two drawbacks:
no choice where to create labels (created in start-up and on the desktop)
prog does not start after installation, ie be yourself or go to the start or on the desktop, click on the label.
